business owners have to connect the tax collector. as they scroll down you'll see the permits and licenses you'll need. f a business property register. public health, department of pickup health has any requirements as well as if you locate your truck on a piece of private property i have to interact with the planning department. so all these permits are all listed here and when the yours concludes on view details they'll see what they need to complete and the fees. i can download the form. this is our tax collectors application. and i can go back to the full report to see the rest of the forms with the county there's a fictitious business licenses we are providing information for the state and federal government whatever it's applicable. and some of the other things that are unique to starting a business in san francisco. for example, let's see someone wants to do a consulting business there are certain rules and guidelines to starting a business in your home. we've made easy links so the users can find it easily. building permits should they do any construction work or wait water charges

extended the bush tax cuts for those under $450,000, modified the state tax, moved the capital gains rate up to 20%, was that a good or bad deal for the american people? >> we don't know yet because what we did is half of the budget. the tax cut part of the budget. we didn't do how to pay for it part of the budget. the problem that we have gotten ourselves in to is people trying to do budgets as if the taxes and spending are unrelated. they keep talking about reducing the size of government with unspecified cuts or to spending problem, not a taxing problem. but when you try to pin people down on numbers, you find out that what they're talking about is spending too much money on social security, medicare, head start, transportation or even embassy security. if you look at the budget last couple of years, embassy security was being cut so when they talk about these cuts, without specifying them, you're not really doing a budget. we passed -- we passed a -- almost $4 trillion tax cut without an indication of how to be paid for. now we have the sequester kind of hanging over our he

could possibly do without knowing what would happen with their taxes. the uncertainty was horrendous, the mood sour. we were getting all sorts of cross currents about what would happen with corporate and personal taxes. were they going to raise taxes, were capital gains going up? would the alternative minimum tax ensnare millions of people? would businesses have to start a whole brand new round of layoffs? executive after executive came on this show to say, look, we can't do a thing. what's the point? we will just have to undo it. business confidence plummeted, and the idea of forming a new business. well, remember when the ceo of paychex came on and talked about the paralysis caused by the cliff? who would leave his job to start a new business in that environment? okay. retail sales weren't that bad. but they nose dived right at the end of the quarter. retailers were afraid to restock inventory, figuring that spending would drop off the cliff right along with the nation's finances. it was all in all a very bad time for our nation. now, overlay the storm of the century for the northe

over to a sales tax based methodology. and one of the issues there was that the sales tax methodology was easier to do because we could not count ridership. we didn't have any way of tracking that ridership electronically. and, so, so, over time that number has fluctuated based upon sales tax revenues and how the sales tax revenues have fluctuated. so, for example, in fiscal year 2009 to 2011, the payment under this current form would be increased by 18% because of the fact that the economy had affected sale tax received that weren't received. we recognize the $15 million versus the contract value of approximately $2.6 million is quite a substantial difference. during negotiations we discussed this issue and we were very pragmatic about this. we did not feel that it would be feasible to transition to an amount like $15 million overnight. so, that's the feeder agreement. in term of -- those are the historical developments of both agreements. and now i'd like to walk you through the proposed amendments to the agreement. so, for the past pass agreement, the term of this would be from ret
